Importantly, the report proposes a country-level OVC "policy package" and offers recommendations to guide future policy dialogue and action. Adopting laws that protect the rights of all children, encouraging multisectoral collaboration, placing a special emphasis on educational opportunities, and establishing systems to identify the most vulnerable children are all crucial aspects of a comprehensive OVC policy response.
