POLICY also provided technical assistance from September 2001 to November 2003 to help the RH Policy Development Group identify and document operational policy barriers to efficient resource allocation and use in two typical Ukrainian cities (Kamianets-Podilsky and Svitlovodsk) and to help RH stakeholders in Kamianets-Podilsky set priorities and include them in an RH implementation plan. This paper documents the role of the POLICY Project in achieving policy changes and decisions regarding the NRHP.
