The impact of HIV/AIDS on South Africa is impossible to ignore. It is becoming increasingly clear that HIV/AIDS is not just a health issue. Instead, it affects every aspect of community life and is having a significant impact on the development of the country. Because NGOs play such an important role in shaping communities, the South Africa National Department of Health, Chief Directorate: HIV/AIDS, STIs and TB, in conjunction with the USAID-funded POLICY Project, undertook a project aimed at building the capacity of organizations that did not have HIV/AIDS work as their primary focus, and were in need of institutional strengthening. The rationale behind this approach is simple: The more NGOs involved in tackling every aspect of the HIV/AIDS epidemic, the better. And, the more efficient the organizations involved in fighting the disease are, the greater the chance for them to make a difference.
This booklet serves as a resource tool in three main areas:
- providing a sound body of knowledge about HIV/AIDS and a description of how to incorporate this knowledge into NGOs' work;
- explaining how to apply for funding and provide the tools to ensure that NGOs have the necessary infrastructure to run effectively and be sustainable once they have received donor money; and
- sharing the POLICY Projects experience implementing the Small Grants Program including key accomplishments and lessons learned.
The audience for this booklet includes NGOs, people involved with capacity building within organizations, training organizations, HIV/AIDS organizations, and donors. While this program was conducted in South Africa, the lessons learned are broadly applicable and can be used to enhance small grants programs in other contexts and countries.
